FLIGHT SAFETY INSTITUTE (FSI)
  

Background

     Flight Safety Institute (FSI) of Bangladesh Air Force came into being on 25 May 1990. Since then this Institute has been conducting two Flight Safety Officers' (FSO) Courses each year.

Practical Class

      The Institute is self sufficient to provide theoretical and practical training with its own crash component laboratory. Practical laboratory facilities are also provided by Bangladesh Atomic Energy Center and Bangladesh Standard Testing Institute (BSTI). Guest lecturers are invited to take classes on specialized subjects. Till today, Air Force officers from India, Pakistan, Sri Lanka, Malaysia, Saudi Arabia, Singapore, Indonesia, Turkey and about 300 inland officers including those from National Airline, Civil Aviation Authority and sister services were trained from this Institute.

 

Location

     The Institute is located in Dhaka Cantonment within the metropolitan area of Dhaka.
 

Flight Safety Officers’ Course

      The purpose of this course is to impart working knowledge of aircraft accident prevention techniques, the motivation and the abilities required to conduct an effective accident prevention programme. The course is only for the officers directly involved in flying having experience of 4-12 years of service. Two courses are scheduled each calendar year for BAF officers of General Duty (Pilot), General Duty (Navigator), Maintenance Technical Engineering, Maintenance Technical Communication and Electronics, Maintenance Technical Armament, Meteorology, Air Traffic Control, Air Defence Weapon Controller and Medical branches. The course is also offered to other agencies directly connected with aviation i.e. Bangladesh Army, Civil Aviation Authority of Bangladesh, Biman Bangladesh Airlines and to other foreign countries.
 

Safety Programme Management Course

     The Safety Programme Management course is organized and conducted for the Master Warrant Officers, Senior Warrant Officers, Warrant Officers and airmen of BAF at unit, base and command level. The purpose of this course is to provide the supervisors with working knowledge of safe aircraft maintenance, accident prevention technique, the motivation and the abilities required to conduct an effective accident prevention programme. It also provides the supervisors with the principles, the technique and the tools for management, supervision and dynamic support of aggressive accident prevention activities.

 

Quality Control Service Course

     The Quality Control Service course is organized and conducted for the Master Warrant Officers, Senior Warrant Officers, Warrant Officers and airmen of BAF at unit, base and command level. The purpose of this course is to provide the students with a working knowledge of the Quality Control Services to enable them carrying out effective inspection of pre-service and in-service equipment/items/materials of BAF to ensure that the quality of equipment/items/materials conforms to a pre-determined standard.

Safety Programme Management Course

      The course is general in nature and provides an overview of Flight/Ground Safety problems and useful methods of dealing with under mentioned problems:

  • Safety Program Management.
  • Material Factors.
  • Ground Safety.
  • Armament Safety.
  • Fire Precaution.

Quality Control Service Course

     Following areas are covered in this course:

  • Quality Control Service Theory.
  • Quality Control Service Practical.
  • Educational visits.

Training Curriculum

  • Duration of Flight Safety Officers' Course is 12 weeks.
  • Duration of Safety Programme Management Course is 04 weeks.
  • Duration of Quality Control Service Course is 08 weeks.

Selection Criteria

  • FSO course for officers having directly involvement in flying.
  • Safety Programme Management course for airmen of all technical trades who are working in flight line and Rectification & Identification (R&I).
  • Quality Control Service course for airmen of all technical trades including Supply Assistant trade with a working knowledge of the Quality Control Services to enable them to carry out effective inspection of pre-service and in-service equipment/ items/ materials of BAF
 

Extra Curricular Activities

Educational Visit

     Educational visits to various military and civil establishments are conducted during the course to supplement the course instructions. A representation of each establishment presents a summary of the activities of his department and highlights the various environmental and industrial hazards and protective measures adopted to prevent the accidents. Visits are made to stress testing laboratory, Petrolium Oil and Lubricant laboratory, Atomic Energy laboratory etc to discuss support available for the flight safety programme.

Field Trip

     This activity deals with the field level problems in aircraft accident investigation. The students conduct investigation of reconstructed aircraft accidents, displayed and maintained nearby Flight Safety Institute. Data assembled at the site are taken back to the classroom for preparation of an accident report, analysis of findings, evaluation and complete investigation.

Survey Trip

     Accident prevention survey trips are made to two different operational BAF Bases. This exercise enables the students to inspect various functional activities at the base and observe problems and hazards associated with flight safety.

Accommodation

     All student officers are accommodated in the Bachelor Officers' Quarters (BOQ) of Officers' Mess. Others are accommodated as per their status.

 

Conclusion

     Flight Safety Institute is a unique training organization where personnel are trained on safety, investigation and management of these matters who are directly involved with flying. So far 30 FSO course, 23 SPM course and 14 QCS course have been conducted by this institute. Participation of foreign student enriches the course to exchange their views and to come across different cases of safety matters. This institute is always uncompromising regarding its training and always upholds its motto which speaks about enhancing flight safety through knowledge and skill.
